IPAC COVID-19 Procedures
Until further notice Marines who are currently In Transit and for those who have been approved an exception to execute PCS orders the IPAC Inbound Branch will conduct all initial new join services electronically. *In addition to the documents below Marines who have received a waiver in order to execute PCS please provide a signed copy of the exception letter. MCBH IPAC Inbound Branch will continue to support these Marines as detailed in MarAdmin 167/20.
IPAC request the following documents via EPARs:
- Reporting endorsement from gaining command
- Original Orders, to include Basic Orders
(If this is their first duty station, ensure they have orders from boot camp, recruiter’s assistance [if applicable], SOI/MCT/TBS, and MOS school. If they executed PCS/Temporary Instruction (TEMINS) orders, ensure they have orders from their previous duty station and the TEMINS station).
- Flight Itinerary for the member and dependent(s) (if applicable)
- *PCS Waiver (if applicable)
For Marines that acquired dependent(s) in route, please also provide:
- Marriage Certificate
- Dependent Birth Certificate
- Dependent Photo ID
- If Dependent was previously married, also include Divorce Decree and any other Court Documents
Please submit an E-PAR with the documents listed above so that the Marine’s pay and allowances can be updated. For tracking purposes, submit an E-PAR for each administrative request e.g. new join audit or dependent add. This will allow us to complete each request without delay or waiting on additional documents. For example, 1st E-PAR will have all required documents to join the Marine and 2nd E-PAR will have all required documents for dependent(s) add. We recognize this may be an additional burden but due to the current restriction in place, please assist with the submission of all required documents in order to alleviate any financial hardship due to under or over payment of pay and allowances for transitioning Marines.
Please identify any Marines who are eligible for TLA and provide accurate contact information the IPAC Inbound Branch will provide the Marines information to the TLA Office who will contact the member. Please also provide the following OMB Email address to your TLA eligible Marines: MCBH.TLA.FMB@usmc.mil so they can also initiate contact.
Post ROM Marines:
The IPAC Inbound Branch will keep track of all Marines that will be required to complete a full new join audit upon completion of their command directed ROM. IPAC personnel will coordinate the completion of these audits with each supported unit S-1 leadership.
Dependency Changes (Marriages/Divorces/Child Birth/Loss of Dependents):
- Marine married to another Service Member
- Marine married to a civilian spouse
- Loss of Dependent(s)
- Divorce or Annulment
- Child Birth
- Adopted Child(ren), Child(ren) Born out of Wedlock, and Step-Child(ren)
- Full Time Collage Student 21-22 years of age
- Ward of the Court
Any Marine who requires an audit please submit an EPAR to the IPAC with the appropriate source documents. If you are unsure of the required source documents please call any of the POC’s listed below.
The IPAC Inbound Branch will prepare and upload the service record audit and required forms to the EPAR for the member’s review and signatures. Please utilize the POC list below if you have any questions.
Inbound Branch and Audit POC’s:
Outbound Branch will be operating between the hours of 07:30 to 16:30, Monday through Friday. Our priority customers are those who are separating/retiring, PCS (stop move exempt or waivers), or PCA’s from now until 31 May 2020. We ask that if you are separating or PCS/PCA outside of that window that you call the IPAC Outbound Branch first before attempting to come in. Please ensure prior to calling or coming to the IPAC that your outbound interview (OBI) in MOL is complete and forwarded to the IPAC by your unit. We are attempting to keep the majority of the Outbound process electronic and reduce the number of visits that Marines are making. If you have any questions please give us a call.

COMMAND SUPPORT BRANCH
Please be aware that all requests for administration support in the areas of Awards, Bonuses, Caregiver Designation, Education, Leave, Legal, Medical, MOS, Pay, Promotions, Reenlistments, Extensions of Enlistment and Training can be completed by each individual Marine or unit representative via MOL EPAR. For any questions regarding this process please see the POC information below.
- If information is resident in MOL/MCTFS, and documentation is missing from your OMPF e-mail it to: firstname.lastname@example.org.
- If information is not resident in MOL/MCTFS, submit an EPAR to the IPAC with the proper source documents.
PAAN 3-20 HDP-ROM:
The daily rate of HDP-ROM is $100, not to exceed $1500 per month, and the combination of HDP-ROM and other assignment and special duty pays may not exceed $5,000 per month. Processing of HDP-ROM claims can be accomplished by the Marine attaching his/her restriction of movement order from their CO, the zero balance receipt for lodging utilized, and submitting it via MOL EPAR. Once IPAC receives that request, a NAVMC 11116 special payment request will be forwarded to the DO/FO for processing. Also, since TLA is payable in this area if a Marine is newly joined to a unit supported by MCBH IPAC then contact the TLA section for assistance as it will be a more appropriate form of reimbursement.

To limit exposure please maximize the EPAR process. If an EPAR is incomplete or inaccurate we will be able to communicate through the EPAR submission to complete the requested action in a timely manner.
