ENVIRONMENTAL EVALUATIONS / HOME BASING OF MQ-9 AND KC-130 SQUADRONS

DRAFT ENVIRONMENTAL ASSESSMENT FOR HOME BASING OF
THE MQ-9 MARINE UNMANNED AERIAL VEHICLE SQUADRON AND
KC-130J MARINE AERIAL REFUELER TRANSPORT SQUADRON AT
mARINE CORPS BASE HAWAII KANEOHE BAY OAHU, HAWAII

The U.S. Marine Corps has prepared an Environmental Assessment in accordance with the National Environmental Policy Act of 1969 (NEPA) and applicable regulations and guidance. This Draft EA will inform interested parties of impacts associated with home basing KC-130J and MQ-9 aircraft at Marine Corps Base (MCB) Hawaii Kaneohe Bay.  In accordance with Section 106 of the National Historic Preservation Act (NHPA), the Marine Corps is consulting with the Hawaii State Historic Preservation Division and other interested parties under the NHPA on the determination that the proposed undertaking will result in adverse effects to historic properties.  The Marine Corps seeks public review and comment on the analysis and conclusions within the Draft EA, including the determination of adverse effect on historic properties under Section 106.

A copy of the Draft EA and Section 106 consultation correspondence is linked below under the Documents section. The Draft EA will be available for a thirty-day public review and comment period beginning on August 8, 2022 and ending on September 21, 2022***. Your comments will be considered as part of the decision-making process. Comments are most useful when they identify one or more of the following:

•    errors in the analysis;
•    new scientific information that would have a bearing on the analysis;
•    new or additional information that could affect the outcome of the analysis; and
•    requests for clarification.

Public comments, including names and street addresses of respondents, may be included in the Final EA. Individual respondents may request confidentiality. If you wish to withhold your name or street address from public review or from disclosure under the Freedom of Information Act, you must state this at the beginning of your comments. Such requests will be honored to the extent allowed by law. All submissions from organizations or businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be made available for public inspection in their entirety. All comments must be in writing and postmarked or emailed on or before September 21, 2022***.
