DRAFT ENVIRONMENTAL ASSESSMENT / ANTICPATED FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF PROPOSED DEVELOPMENT IN A FLOODPLAIN
MOKAPU ELEMENTARY SCHOOL CAMPUS IMPROVEMENTS
MARINE CORPS BASE HAWAII KANEOHE BAY, OAHU, HAWAII

Pursuant to the Council on Environmental Quality Regulations implementing the National Environmental Policy Act (NEPA), the United States Marine Corps (USMC) gives notice of availability of a Draft Environmental Assessment (EA) and anticipated Finding of No Significant Impact (AFONSI) for the proposed Mokapu Elementary School (ES) campus improvements at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. Mōkapu ES is a State of Hawaii Department of Education (HIDOE) school located on land leased from MCBH. Because the proposed action involves the use of state funds, it triggers environmental review under Chapter 343, Hawaii Revised Statutes (HRS) and was also prepared in accordance with Chapter 343 HRS and Chapter 11-200.1, Hawaii Administrative Rules. MCBH is the federal lead agency for the NEPA EA and HIDOE is the lead agency for the HRS 343 EA. The action would replace or upgrade the existing school with modern school facilities on the same site. It is needed to remedy existing over-capacity conditions and facility deficiencies at Mokapu ES.

A portion of the project area lies within a floodplain. Presidential Executive Order 11988 requires that MCBH conduct an evaluation to determine if the project has floodplain impacts or supports floodplain development. The evaluation also identifies any practicable alternatives and measures to minimize floodplain impacts, if any. Additional information about this project, its floodplain impacts, and alternatives are included in the project’s Draft EA.

The USMC and HIDOE anticipate the project will result in no significant impacts on the quality of the human or natural environment.
