DRAFT ENVIRONMENTAL ASSESSMENT
FOR CONSTRUCTION OF A C-40A AIRCRAFT MAINTENANCE HANGAR AT
MARINE CORPS BASE HAWAII, KANEOHE BAY, OAHU, HAWAII

The U.S. Navy has prepared an Environmental Assessment in accordance with the National Environmental Policy Act of 1969 (NEPA) and applicable regulations and guidance. This Draft EA will inform interested parties of impacts associated with constructing a C-40A Aircraft Maintenance Hangar at Marine Corps Base Hawaii (MCBH) Kaneohe Bay. For this proposed action, the Navy is consulting with the Hawaii State Historic Preservation Division and other consulting parties to resolve adverse effects to historic properties through the development of a Memorandum of Agreement in accordance with Section 106 of the National Historic Preservation Act. The Navy seeks public review and comment on the analysis and conclusions within the Draft EA and public input on resolving the adverse effects to historic properties. 

A copy of the Draft EA and Section 106 consultation documentation is located below in the "DRAFT EA DOCUMENTS" section of this web page and at the following website: https://planning.hawaii.gov/erp. The Navy is restarting the public comment period from that previously announced to revise the email address and mailing address used to receive comments. Any comments submitted prior to May 17 must be resubmitted to ensure they are received. The Draft EA and the Section 106 documentation will be available for a thirty-day public review and comment period beginning on May 17, 2023 and ending on June 16, 2023. Your comments will be considered as part of the decision-making process. Comments are most useful when they identify one or more of the following:

•    errors in the analysis;
•    new scientific information that would have a bearing on the analysis;
•    new or additional information that could affect the outcome of the analysis; and
•    requests for clarification.

Public comments, including names and street addresses of respondents, may be included in the Final EA. Individual respondents may request confidentiality. If you wish to withhold your name or street address from public review or from disclosure under the Freedom of Information Act, you must state this at the beginning of your comments. Such requests will be honored to the extent allowed by law. All submissions from organizations or businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be made available for public inspection in their entirety. All comments must be in writing and postmarked or emailed on or before June 16, 2023.
